Job Description

Summary

Responsible for planning and administering policies relating to all phases of Human Resources activity by performing the following duties personally or through subordinate employees.

Essential Duties and Responsibilities include the following. Other duties may be assigned as apparent or required by management.

Identifies legal requirements and government reporting regulations affecting Human Resources functions and ensures policies, procedures, and reporting are in compliance.

Oversees and directs recruiting efforts, including interviewing, selecting and hiring candidates.

Retains and organizes records of benefits plans participation; personnel transactions such as hires, promotions, transfers, performance reviews, and terminations; and employee statistics for government reporting.

Advises management in appropriate resolution of employee relations issues.

Responds to inquiries regarding policies, procedures, and programs.

Administers performance review program to ensure effectiveness, compliance, and equity within organization.

Administers salary and wage administration program to ensure compliance and equity within organization.

Administers benefits programs such as life, health, dental and disability insurances, vacation, sick leave, leave of absence, and employee assistance.

Investigates accidents and prepares reports for insurance carrier.

Conducts wage surveys within labor market to determine competitive wage rate.

Prepares an annual budget of Human Resources operations.

Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.

Prepares reports and recommends procedures to reduce absenteeism and turnover.

Represents organization at personnel-related hearings and investigations.

Directly supervises two employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Supervisory Responsibilities 

Directly supervises two employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience 

Master's degree or equivalent and four to six years related experience and/or training; or equivalent combination of education and experience.

Other Qualifications 

Advanced knowledge of employment law.

Language Skills 

Ability to read, analyze, and interpret legal documents. 
 
Ability to respond to common inquiries or complaints from employees, managers, regulatory agencies, or members of the business community. 
 
Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills 

Ability to work with mathematical concepts such as probability and statistical inference.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability 

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to deal with several abstract and concrete variables.

Computer Skills 

To perform this job successfully, an individual should have knowledge of Human Resource systems; Microsoft Excel Spreadsheet software; Microsoft Word Processing software and ADP Payroll systems.

Certificates, Licenses, Registrations 

PHR or SPHR Certificate preferred.
